Cancellation of FCRA registration – New List
FCRA department has recently issued the new list of organizations whose registraion have been cancelled due to non filling of FCRA return for FY 2017-18
Cancellation of Registration
On 28.11.2019, FCRA department has issued a notice dated 19th October stating list of the organizations who have not filled FCRA return in Form – FC4 for FY 2017-18. There are 1808 organization all over India. Click here to view the full list.
It is now clear that, department do not accept paper return and thus it is mandatory since many years to file FCRA return in online mode.

Opportunities for being heard have been given
As mentioned in the notice, department had already given the oppertunity of filling onine FC return to the organizations who have not filled despite of due date was over. Thereafter, a SMS or emails were sent to remaining organizations as final oppertunity and after thatn those who had not comply, the registratinons were cancelled.
Now the way out
Once registraton stands cancel, organization can not apply for the fresh application of FCRA for 3 years. However, in the notice, it was mentioned that FC-4 return can be filled with the penaly after due date. Thus, in my opinion, organisations whose registraions are cancelled should request the department allow them to file FC return along with penalty and therby request to restore their registraion.
For other organisatoins
Now, the violation / negligence of compliance has been taken very seriously by FCRA department. Thus word of advie is to file FCRA return online well within deadline. So, for FY 2018-19, last date for filling FCRA return online is 31.12.2019.

Sir, our organisation has filled returns regularly and upto order. But there was one issue. We applied late for renewal and few queries were raised which we answered. And now our renewal is denied for unsatisfactory answer. Now what is the path or way ahead for us to get it renewed?
No other option but to apply fresh.
Is 12A renewal as per the new Fin Min guideline related to having a FCRA registration. I mean, if FCRA renewal does not happen, then 12A registration renewal will not happen?

Dear sir, we have received fcra on 2013 june, and last year we have sent the bank draft during file return but some how the draft sent with spelling mistake and thereafter we got some reminder from home affairs department for renew , and therefore within lockdown months we didn’t process the details through online. Now the time of online renewal the website is not receiving the return.

First you need to go through with your renewal. Only then you can file your return. After the date of expiry, account is ceased and thats why not allowed to upload the return.
Is there any chance to restore FCRA registration which is cancelled in 2019 by paying penalty and filling annual returns.? Can we request FCRA department to restore the FCRA registration?

SIR OUR FCRA GOT CANCELLED ON 16 OCTOBER 2019 .NOW MY PROBLEM IS OUR FCRA NEW ACCOUNT HAS OPENED IN SBI NEW DELHI MAIN BRANCH .WE GOT THE NUMBER AND WHEN WE TRY TO GET FILE FC6C FORM IT HAS SHOWN CANCELLED LIST .SO IS THERE A WAY FOR ME TO GET THE APPROVAL FROM MHA .PLEASE GUIDE ME .
